This study is significant as it confirms the principle that the laws of social development are not detached from human will and consciousness but are shaped by the intellect and ideological values of the politicians directly involved in their execution. The analysis of the Kokand Autonomy and its connection to the development of the Basmachi movement, which evolved from everyday criminal activity into a politically charged movement involving broader segments of the local population.
